Meet the Medical Advisory Board Members

Doug Benner, MD is an Independent Consultant and currently has a role with EK Health as its Medical Business Product Development Officer. He was the Coordinator of Occupational Health for Northern California Kaiser Permanente and led its occupational health services for 30 years (1982 to 2011). Doug envisioned, designed, and implemented Kaiser Permanente’s development of an integrated, multi-disciplinary Occupational Health program with 31 centers built in Northern California since 1993.

Doug created and served as Medical Director of KP NCAL MPN networks for employers and carriers. He was founding Medical Director of KP’s Health Care Organization and oversaw its medical management, UR and case management services from 2003 to 2009. He was the founding Medical Director of KP NCAL’s Employee Health Services until 2011 with over 70,000 employees and physicians.

He is currently a Diplomate of the American Board of Preventive Medicine, in Occupational Medicine and has been certified as an Independent Medical Examiner as well as a Medical Review Officer. Physician licenses: California and Indiana.

Doug served as Chair of the California Medical Association Committees and Task Forces on Workers’ Compensation during the reform years of 1986 to 1995, and is still a member of their Technical Advisory Committee. He is a Consultant to the Medical Committee of the International Association of Industrial Accident Boards and Commissions (IAIABC) and has been since 1982.

Doug was a member of the House of Delegates of ACOEM and is a Fellow serving on several of its committees. He was Chairman of the Board and President of ACOEM’s Western component (WOEMA). He was a Director of the Integrated Benefit Institute (IBI) 2006 to 2009 and was Vice President from 2007 to 2009.

In 2011, Doug received ACOEM's most prestigious award, the William S. Knudsen Award for outstanding contribution to occupational and environmental medicine.

Dr. Steven Feinberg is a physiatrist and pain medicine specialist practicing in Palo Alto. Dr. Feinberg is an Adjunct Clinical Professor and teaches at the Stanford University Pain Service and in the Department of Orthopaedics (Physical Medicine & Rehabilitation Division).

He is a past president (1996) of the American Academy of Pain Medicine. He served as a CSIMS Year 2001 President. He serves on the Board of Directors of the American Chronic Pain Association (www.theacpa.org) and is lead author of the 2009 ACPA Consumer Guide to Pain Medication & Treatment. He is the Medical Director of Cedaron AMA Guides Software.

Dr. Feinberg received the 1998 Professional of the year Award from the California Governor's Committee on Employment of the Disabled. Dr. Ian Gardner is a medical specialist with more than twenty-five years global experience in Occupational, Environmental and Public Health Medicine. He has degrees in Medicine and Surgery as well as a Masters Degree in Public Health and professional Fellowships from Australia, the UK and the USA. He also holds an academic appointment as Adjunct Professor in Occupational & Environmental Medicine at the University of Queensland Centre for Military and Veterans' Health. He has been an external examiner in Occupational Medicine at the National University of Singapore and the Chinese University of Hong Kong, Shatin.

His current major appointment is as Functional Head and Senior Consultant in Occupational and Environmental Medicine, Defence Centre for Occupational Health, Canberra. He has worked with Defence since 2001.

His previous appointments have included thirteen years with IBM Asia Pacific culminating in appointment as Program Director, Health Safety and Environment, IBM Asia Pacific. Previous jobs were with IBM Australia, ICI Australia and Alcoa of Australia. He has significant management experience in both the public and private sectors.

Ian has twice been elected as President of the Australasian Faculty of Occupational and Environmental Medicine of the Royal Australasian College of Physicians, and is currently Lead Fellow of the Faculty's Continuing Professional Development Committee and continues as a member of the Faculty Council. Ian has been a member of the Committee of Presidents of Medical Colleges and a Councillor of the RACP. He is the government-appointed medical member of the New South Wales “Workers Compensation and Occupational Health and Safety Council”. He is also a member of a statutory Health Board and a member of two Federal Government expert committees, including the NHMRC Expert Advisory Committee on Nanotechnology. He is a joint editor of the textbook, “International Occupational & Environmental Medicine”. At the request of the New Zealand Government, Ian has undertaken three expert reviews of the operations of parts of their Accident Compensation Corporation.

Ian is a Fellow of the Australasian Faculty of Occupational and Environmental Medicine, a Fellow of the American College of Occupational & Environmental Medicine, a Fellow of the Royal Society of Medicine, an Associate Fellow of the Australian College of Health Service Executives, and a Member of the International Commission on Occupational Health. Dr. Harold Hoffman is an occupation medicine specialist and Adjunct Professor, Occupation Health Program, at the University of Alberta in Edmonton, Alberta, Canada. Dr. Kilburn is a graduate of Fairfield University, Boston University School of Medicine, and Columbia Theological Seminary. She has been board certified in psychiatry since 1987, and is an ordained minister in the Presbyterian Church (USA), designated for specialized ministry in medical ethics. She has extensive experience in private clinical practice, hospital administration, consultation to managed care, disease and population management, managed disability, and health care ethics.

Dr. Kilburn completed her psychiatry residency in 1986, while on active duty with the US Air Force. She has served as chief of consultation liaison psychiatry at a major medical center and later as chief operating officer of a level II trauma center facility. Dr Kilburn has also held two medical school faculty appointments, a school of theology faculty appointment, regional and national medical director position, and several consultant and senior consultant positions. She is the recipient of several academic, teaching, military, and professional awards.

Dr. Kilburn currently has an active psychiatric and medical ethics consultation practice. Dr. Kilburn has served on and remains active on several national committees. She chaired the Education Committee for the National Association of Independent Review Organizations (NAIRO) and co chaired the Evidence Based Medicine Working Group for the same organization.

Dr. Kilburn is a member of the American College of Medical Quality, the Disease Management Association of America, American Psychiatric Association, the Georgia Psychiatric Physicians' Association, the American College of Physician Executives, the Women Business Leaders of the U.S. Healthcare Industry Foundation, and the American Society for Bioethics and Humanities.

Dr. Mark McDonough acquired his doctoral degree with dissertation honors focusing on Clinical Psychology with a Health Psychology emphasis area. He completed a two year post-doctoral study at Vanderbilt University Medical Center specializing in Neuropsychology. After his post-doctoral study, he was recruited to coordinate the Pediatric Brain Injury program at Children's Specialized Hospital in Mountainside, New Jersey, one of the largest programs of its kind in the country. He was later Director of Clinical Services at The Neurobehavioral Institute of New Jersey - an outpatient facility dealing with both traumatic and acquired brain injuries, their assessment and treatment. Worked as a life insurance underwriter for several years, including one year in Paris. Originally interested predominantly in surgery, he chose "Long term follow up in endo-myocardial fibrosis: effect of surgery" (Poster AHA 1995, in Heart 1998) as the topic of his dissertation and was awarded a doctorate in internal medicine.

In a full-time position as the chief medical advisor of Switzerland's largest life insurance company and part-time work as an emergency medical technician for the Swiss Air Ambulance organization, he found an ideal way to combine his diversified professional interests with the big challenge of maintaining an involvement in contemporary research developments and applying relevant insights in day-to-day medical care.

Having completed a 2-year management course at the Institute of Business Administration of the University of Zürich with a thesis entitled "Strategic Business Positions in the Health Care Industry" he undertook the project management of alternative insurance models in the leading Managed-Care organization in Switzerland.

As CMO of Philips Medical Systems as well as emergency technician of Swiss Air Ambulance and owner of a practice licence I took up the challenge to participate in the launch of several disease-management-programs for CHF in close collaboration with several cardiology departments – especially the University Hospital of Zurich and Bern.

Due to the “familiarity” on CHF, starting in 1995 with my thesis topic endomyocardial fibrosis, I joined in 2002 the Swiss Working Group on Heart Failure and was elected in April 2005 as a “Wissenschaftlicher Beirat” of the “Deutsche Stiftung für chronisch Herzkranke”.
